In Fort Bend County, water and long outages cause more garage door trouble than hail does. Harvey's August 2017 rains drove record flooding on the Brazos and San Bernard rivers, and the federal storm record describes significant home flooding from Richmond to Rosharon; the same storm produced tornadoes that damaged roofs on about 25 homes in Sienna Plantation and 28 homes in Woodland West, on a path from Stafford into Missouri City. In July 2024, Hurricane Beryl brought down trees and power lines across the region, and the NWS Houston/Galveston summary lists Thompsons, a Fort Bend town, with its highest rain total: 14.99 inches.
County-level construction rules are thin. Fort Bend County Engineering's verification letter, dated January 1, 2026, says the county has not adopted building codes for single-family homes, has no zoning, and doesn't issue certificates of occupancy, and it reminds owners to check their deed restrictions. Incorporated cities keep their own rules; Sugar Land, for instance, applies the 2024 International codes to permit applications filed on or after January 21, 2026. When you send a request here, it is passed to independent garage door providers who take jobs in the county.

Common Jobs in Fort Bend County
- Checking or replacing an opener, wall control and sensors after water reached the garage
- Disconnecting doors for manual use during outages, and adding battery backup to openers
- Straightening tracks and replacing rollers or sections after wind-blown debris
- Section replacement after spring hail, such as the March 2024 storms around Needville
- Bottom seal, bracket and cable replacement where standing water reached the door
- Broken spring and cable replacement
What Drives Pricing Here
- Whether flood water got into the opener, outlet or sensor wiring, which can turn a reset into a parts replacement
- Whether the address is in a city, a city's extraterritorial jurisdiction, or unincorporated county, since the paperwork differs
- Whether the property is in the 100-year floodplain, where the county asks for a Development Permit for work
- Door choice: insulated versus single-layer steel, glass, and any wind-rated model you ask for
Permits & Local Rules
- Fort Bend County Engineering (letter dated January 1, 2026): the county has not adopted building codes for single-family residential development, does not issue certificates of occupancy, and has no zoning. Check with your city or its ETJ, any county assistance district, and your deed restrictions.
- The county's Development Permit page lists building modifications and any work in the 100-year floodplain among work that needs a permit, and requires a Residential Development Permit for new structures or additions of 400 square feet or more. Posted fees (schedule effective October 1, 2022): Development Permit $100; Development Permit in Floodplain $150. The page doesn't address door replacement, so ask Engineering (281-633-7500) about your job.
- Sugar Land adopted the 2024 International Code Council codes; applications filed on or after January 21, 2026 must comply, and earlier applications stay under the 2021 codes.
Climate & Housing Notes
- Hail is less frequent here than in North Texas: NCEI lists 33 hail reports in the county from 2015 through 2024, on 12 days, with five at 2 inches or larger. The largest was 2.75 inches near Needville on March 16, 2024, when tennis-ball-sized hail damaged some homes across Needville.
- NCEI also lists 11 tornadoes over that period, including an EF2 on February 14, 2017 that began near FM 762.
- After Beryl, the NWS reported heat indices of 100 to 106°F for several days while millions in the region were without power.
- The 1991–2020 NOAA normals for the Sugar Land airport station show about 112 days a year at 90°F or higher, about 10 nights at or below freezing, and 49.71 inches of precipitation.

Emergency Response Expectations
After a storm or a long outage, tell the provider whether the door is jammed open, whether water reached the garage, and whether your power is back. Requests are passed to independent providers, and timing depends on their availability and on which roads are passable.
Fort Bend County FAQs
Does Fort Bend County require a permit to replace a garage door?
The county hasn't adopted a building code for single-family homes, and its Development Permit triggers are new structures or additions of 400 square feet or more, building modifications, and work in the 100-year floodplain. It doesn't name garage doors, so call County Engineering if you're unincorporated. In Sugar Land, Missouri City or another city, ask the city.
The power is out. How do I get the car out?
Most residential openers have an emergency release that disconnects the door from the opener so it can be lifted by hand. A balanced door should lift without much effort. If it feels very heavy or a spring is broken, leave it closed and ask a provider to look at it.
Do I need a TDI windstorm certificate for a new door in Fort Bend?
TDI's windstorm inspection program is tied to its designated catastrophe area, which TWIA lists as 14 first-tier coastal counties plus part of Harris County. Fort Bend is not one of them. Your city may still have its own requirements for a door replacement.
Water got into my garage. Can I keep the opener?
Have it checked before you plug it back in. A provider can tell you whether the motor, logic board, wiring or sensors need replacing. If the house is in the 100-year floodplain and you're doing other repairs, ask County Engineering or your city about permits first.
